It exists, but as a commenter on Facebook wrote, it's a satirical site, intended to make others aware of what this totalitarianism threatens.
I was on this site. I looked for more about it on the internet. It looks like a deliberate ploy by either those in power to test the ground or someone in the know is researching how many people are Judas.
