To the UN, WHO, EU, Council of Europe, and governments of all countries. We the undersigned scientists, physicians, pro-environmental organizations and citizens from (__) countries, call for an immediate halt to the deployment of 5G (fifth generation) wireless network, including 5G from satellites in space.

5G will increase the amount of radio frequency (RF) radiation enormously, overlapping with already existing 2G, 3G and 4G telecommunications networks. RF radiation has been proven to be harmful to humans and the environment. The deployment of 5G technology is an experiment on humanity and the environment, and therefore a crime under international law.

 

Synopsis.
Telecommunication companies around the world, with the support of national governments, are ready to roll out the fifth generation (5G) wireless network within the next two years. It is widely believed that it will bring about an unprecedented change in the lives of people around the world. We will have "smart" homes, "smart" businesses, "smart" highways, "smart" cities and autonomous driverless cars. Literally everything we buy and own, from our refrigerator and washing machine to a carton of milk, a hairbrush or a baby's diapers, will be equipped with antennas and microchips, and will be wirelessly connected to the Internet. Every person in the world will have instant access to super-fast, broadband, wireless communications from any point on Earth, even while in the middle of a tropical forest, in the middle of the ocean or in Antarctica.

In contrast, a little-known fact is that 5G will also cause a planet-wide environmental change on a scale the world has never seen before. The plan is to deploy radio-wave transmitters so densely, That most of us can hardly imagine.

In addition to millions of new 5G base stations on Earth and 20,000 new satellites in orbit, it is estimated that by 2020 200 milesiards of objects will continuously emit microwaves as part of the Internet of Things (IoT), and a few years later there will be a trillion of them. A commercial version of 5G technology with lower frequencies and lower speeds was introduced in Qatar, Finland and Estonia in mid-2018. Deployment of 5G based on extremely high frequencies (millimeter waves) is expected to begin in late 2018.

Although widely denied, there is an overwhelming amount of evidence of harm from radiofrequency (RF) to living organisms. The clinical evidence accumulated to date that they cause ailments and diseases in humans, the experimental evidence of damage to DNA, cells and organ systems in a wide range of plants and animals, and the epidemiological evidence that some of the most serious diseases of civilization - cancer, heart disease and diabetes - are largely caused by environmental electromagnetic pollution comprise a scientific base of more than 10,000 peer-reviewed publications.

If the telecommunications industry's plans for 5G are implemented, no human, animal, bird, insect or plant on Earth will be able to escape radiation 24 hours a day, 365 days a year, at RF radiation levels tens or even hundreds of times higher than today, without being able to escape and find shelter anywhere on Earth. The implementation of these plans will lead to severe, irreversible human effects and permanent damage to all ecosystems on the planet. Immediate steps must be taken to protect humanity and the environment, according to
with ethical imperatives and international agreements.

5G will cause an unprecedented increase in the inevitable involuntary exposure of everyone to RF radiation.

Ground-based 5G.
To transmit massive amounts of data - a prerequisite for the Internet of Things (IoT) to work - 5G technology, once fully deployed, will use millimeter waves that penetrate solid materials poorly. Therefore, each operator will have to put up base stations every 100 meters1 in every city in the world. Unlike earlier generations of wireless technology, in which a single
antenna provides coverage over a wide area, 5G base stations and devices will be equipped with multiple antennas operating in a so-called "phased arrays" 2,3 that allow them to form focused, steerable beams of energy, similar to a laser, and enable transmitter and receiver to track each other.

A cell phone with 5G technology will have tuzines of tiny antennas working together to track and aim a narrow, focused beam at the nearest antenna. The U.S. Federal Communications Commission (FCC) has adopted rules4 allowing the actual power of these energy beams to be as much as 20 watts, ten times the level allowed in current phones. Each 30,000 watt wa 5G base station will have hundreds or thousands of antennas simultaneously sending multiple laser-like beams of energy toward all cell phones and other end-user devices in the served area. The technology is called MIMO (multiple input multiple output). The rules adopted by the FCC allow the actual power radiated by a 5G base station to be as much as 30,000 watts2 per 100 MHz of spectrum[2], which is equivalent to 300,000 watts per GHz of spectrum - tens or even hundreds of times the level allowed in current base stations.

5G in space.
At least five companies5 intend to deliver 5G from space with 20,000 satellites placed in low and medium Earth orbits that will coat the Earth like a cloak with powerful, focused, controllable beams of energy. Each satellite will emit millimeter waves with actual radiated power of up to 5 million watts 6 from thousands of antennas connected in a phased array. While the energy reaching Earth will be less than from terrestrial antennas, it will irradiate areas of the planet that other transmitters cannot reach and will add up to terrestrial transmissions from billions of networked devices within the Internet of Things. Even more importantly, these satellites will be placed in the Earth's magnetosphere, significantly affecting the electrical properties of the atmosphere. Alteration of Earth's electromagnetic environment could be an even greater threat to life on the planet than radiation from terrestrial antennas (see below).

The harmful effects of radio waves have long been proven.

Even before 5G technology was planned, scientists from many countries repeatedly called for a halt to the expansion of wireless technology and for a moratorium on putting up new base stations in dozens of petitions and appeals,7 including the Freiburg Appeal signed by 3,000 doctors. In 2015, 215 scientists from 41 countries informed the United Nations (UN) and the World Health Organization (WHO)9 of their concern about the current situation. They stated that "many recent scientific publications have shown that electromagnetic fields (EMFs) affect living organisms at radiation levels well below international and national guidelines." More than 10,000 peer-reviewed scientific studies prove that radiofrequency (RF) radiation is harmful to human health. The following effects have been observed:

- Heart Rhythm Disorders
- Changes in gene expression
- Changes in metabolism
- Changes in stem cell development
- Tumors
- Cardiovascular diseases
- Cognitive dysfunction
- DNA damage
- Negative impact on general well-being
- Increase in free radicals
- Learning problems and memory impairment
- Deterioration of sperm quality and motility
- Miscarriages
- Neurological damage
- Obesity and diabetes
- Oxidative stress

Effects observed in children include autism,28 attention deficit, attention deficit hyperactivity disorder (ADHD)29,30 and asthma. It is not only human health that is adversely affected by this radiation - there is also ample evidence of harm in many plant species, wildlife32,33 and laboratory animals, these include:

- Ants
- Birds
- Forests
- Frogs
- Fruit flies
- Honeybee

- Insects
- Mammals
- Mice
- Plants
- Rats
- Trees

Adverse microbiological effects have also been observed. 2011, the WHO's existing International Agency for Research on Cancer (IARC) classified 30 kHz - 300 GHz radio waves as a possible human carcinogen (Group 2B). However, recent studies, particularly on the risk of brain tumors from cell phone use, indicate that Radio-wave radiation is a proven human carcinogen50 and should be classified as a "Group 1 carcinogen", on par with cigarette smoke and asbestos.

Most wireless communication signals in use today have pulse modulation. Both high-frequency carrier wave and low-frequency pulses cause disturbances in living organisms.

The deployment of 5G satellites in orbit should be prohibited.

The Earth, the ionosphere, and the lower atmosphere form the global electrical system in which we live. There is well established knowledge that the Earth's natural electromagnetic environment regulates biological rhythms in humans,53,54 birds,55 hamsters,56 and spiders57,58 and that the health of all organisms depends on the stability of this environment, including the electrical properties of the atmosphere. 59,60,61,62 In his landmark publication, Cherry explained the significance of the Schumann resonance64 and why disturbances in the ionosphere can affect blood pressure, melatonin production, and cause "cancer, neurological disease, heart and reproductive organ disease, and death."

These components of our electromagnetic environment have already been altered by radiation from the electric grid. Current harmonics from the electric grid65 reach the ionosphere and magnetosphere where they are multiplied by the interaction of waves and particles. In 1985, Dr. Robert O. Becker warned that current harmonics from the electric grid had already altered the structure of the magnetosphere and that further propagation of this effect "threatens life on Earth." Placing directly into the ionosphere and magnetosphere tens of thousands of satellites emitting modulated signals of millions of watts and at millions of frequencies could alter our electromagnetic environment beyond our ability to adapt.

Informal monitoring has already provided evidence indicating serious effects on humans and animals caused by about 100 satellites in lower orbit operating 2G and 3G mobile telephony since 1998. Knowledge from other relevant scientific fields, including atmospheric physics and acupuncture, must be taken into account.

The launch of 20,000 more 5G satellites will increase pollution of the global electrical system and may cause changes in the Schumann resonance,76 to which life on Earth has adapted through evolution. These changes will affect all life forms and could cause very profound damage.

5G is qualitatively and quantitatively different from 4G.

The belief that we can withstand tens or hundreds of times the amount of radiation generated by millimeter waves is based on an erroneous modeling of the human body as a shell filled with uniform fluid. The assumption that millimeter waves do not penetrate deeper than skin level fails to account for nerves, 79 blood vessels, and other electrically conductive structures that can cause radiation-induced current to penetrate deep into the body. Another, potentially even more serious error is to assume that phased array antennas are ordinary antennas. When an ordinary electromagnetic field enters the human body, it causes electrical charges to move and makes current begin to flow. But when extremely short electromagnetic pulses enter the body, something else happens: the shifting electrical charges themselves transform into tiny antennas that further reflect the electromagnetic field sending it deep into the body.These reflected waves are called Brillouin precursors. They become significant when the power or phase of the waves changes fast enough.86 5G technology is likely to meet both conditions.

Additionally, the shallow penetration of millimeter waves itself poses particular dangers to the eyes and to our body's largest organ, the skin, as well as to very small creatures. Recently published peer-reviewed scientific studies show that 5G radiation can cause skin burns 87 in humans and resonance absorption phenomena in insects,88 which absorb up to 100 times more radiation from millimeter waves than from currently used radio waves. Since flying insect populations have declined by 75-80% since 1989 even in protected areas,89 5G radiation could have a catastrophic impact on insect populations worldwide. Om Gandhi, in a 1986 study, warned that millimeter waves are strongly absorbed by the cornea of the eye and that ordinary clothing, a few millimeters thick, increases energy absorption through the skin by resonance.90
Russell (2018) reviewed the known effects of millimeter waves on skin, eyes (including cataract development), heart rate, immune system, and DNA.

Lawmakers intentionally ignored scientific evidence of the harm of electromagnetic radiation.

Stakeholders in the development of 5G technology have so far been industry and national governments, while internationally renowned scientists in the field of electromagnetic radiation research, who in thousands of peer-reviewed scientific publications have documented the biological effects of this radiation in humans, animals, insects and plants, as well as alarming health and environmental effects, have been excluded. At the root of the inadequate safety regulations currently in place is the conflict of interest of the standard-setting institutions, "caused by the fact that their ties to telecommunications and electrical companies undermine their impartiality, which is essential in setting safety standards for protecting the public from the harmful effects of non-ionizing radiation." In his review of the scientific literature,93 Professor Emeritus Martin L. Pall describes all types of conflicts of interest in detail and provides a list of important scientific studies that have been omitted.

The thermal effect hypothesis is outdated-we need new safety standards.

Current safety standards are based on the outdated hypothesis that the only harmful effect that electromagnetic fields can have is to heat tissue. As Markov and Grigoriev stated, "The current standards do not take into account the actual environmental pollution from non-ionizing radiation." Hundreds of scientists, among whom are signatories to this appeal, have demonstrated that radiation at levels far below international standards that do not cause tissue heating (the so-called "off-thermal effect") causes a wide variety of acute and chronic diseases. Biological effects have already been observed at almost zero radiation. At 0.02 peak (pikowat is one trillionth of a watt: 10-12) lub below noted changes in genetic structure in E. coli and in rats, altered EEG in humans, stimulation of growth in bean plants, and stimulation of ovulation in hens.

To protect the population from onon-thermal interaction, the time of exposure to the radiation must be taken into account. 5G will cause each of us to be exposed to many more simultaneous and continuous transmissions using this radiation day and night, without interruption. New safety standards are needed, based on cumulative exposure and not only on power criteria, but also on frequency, bandwidth, modulation, waveform, pulse width, and other biologically relevant properties. Antennas should be placed only in well-defined and clearly marked locations. To protect the public, antennas should be placed away from homes and offices and away from public spaces used by people. To protect nature, they should be prohibited from being erected in wild areas and their number should be greatly reduced in remote areas of the Earth. To protect all life forms on Earth, the number of commercial satellites should be limited and their placement in low and medium Earth orbits should be prohibited. Phased array (antenna) systems on Earth and in space should be prohibited.

Radiofrequency radiation causes acute and chronic conditions.

Radiofrequency radiation causes both acute and chronic conditions. Examples of long-term effects include cancer and heart disease. Heart rhythm disturbances and changes in brain function (EEG) are examples of immediate effects. The syndrome of symptoms referred to in the former Soviet Union as microwave disease and now referred to worldwide as electrohypersensitivity (EHS)103 can be an acute or chronic condition. A detailed history of this syndrome was published by Professor Dr. Karl Hecht, based on a review of more than 1,500 Russian scientific publications and on the clinical history of more than 1,000 of his own patients in Germany. Objectively found symptoms include sleep disturbances, abnormal blood pressure, heart rhythm disturbances, digestive complaints, hair loss, tinnitus or ringing in the ears, and skin rashes. Subjective symptoms include dizziness, nausea, headaches, and difficulty concentrating,
Fatigue, flu-like symptoms, and chest pain.

The 2016 EUROPAEM EMF Guideline states that EHS develops when people are "exposed continuously, on a daily basis" to ever-increasing amounts of electromagnetic radiation, and that restoring health to these patients is only possible by "reducing and avoiding radiation exposure." EHS should not be referred to as a disease, but as a disorder caused by toxic environmental factors. A growing number of people are suffering from it, currently estimated at 100 million people worldwide,106,107 and it could soon affect everyone if we allow the introduction of 5G technology. The signatories of the International Scientists' Declaration on Electromagnetic Hypersensitivity and Multiple Chemical Sensitivity Syndrome, signed in Brussels in 2015, stated that "inaction generates costs for society, it is no longer a voluntary option... We unanimously recognize this serious threat to public health... [requiring as a matter of urgency] serious steps in primary prevention, which should become a priority action to face a future pandemic."

Governments are failing in their duty to protect the populations over which they exercise authority.

In their rush to get 5G technology up and running as quickly as possible and encourage companies to use orbiting space without restrictions, the European Union, the United States, and the governments of every country in the world are taking steps to ensure a barrier-free regulatory environment. They are prohibiting local authorities from enforcing environmental laws and, "in the interest of efficient and effective implementation," are removing "unnecessary burdens ... such as local planning procedures [and] various specific standards limiting radiation emissions and methods of aggregation." Authorities are also introducing bills to allow telecommunications companies to use any public space.113 So far, most wireless devices have been installed on private property some distance from homes and businesses. However, in order for 5G antennas to stand, as required by the technology, within 100 meters of each other, they will be placed on sidewalks in close proximity to homes and businesses, right over the heads of passersby, not excluding women with young children. The requirement for public notice and hearing of the parties has been removed. Even if there was a public hearing and 100 scientists and experts were to testify against 5G, laws were created that prohibit local governments from taking their opinions into account. U.S. law, for example, prohibits local governments from regulating wireless technology "from the standpoint of the environmental impact of airwaves, so courts are rejecting their decisions on the siting of cell phone masts simply because most of the public testimony against mast construction involves health issues. Insurance companies refuse to cover health risks caused by electromagnetic radiation, 116 so there is no clarity on who will be legally liable for damage to health, life, or property resulting from exposure to 5G radiation, whether from terrestrial or on-orbit devices.

In the absence of laws, agreed upon through international agreements, comprehensively regulating activities undertaken in space, legal liability for such activities is non-existent, even though they will put entire continents, oceans, and the planet's atmosphere at risk.

International agreements are violated.

Duty of care to children.

The U.N. Convention on the Rights of the Child states that "States Parties shall endeavour to ensure the protection and care of the child to the extent necessary for his or her well-being" (Art. 3), "shall ensure ... the conditions in which the child lives and develops" (Art. 6), and "take the necessary steps to combat disease...taking into account the danger and risk of environmental pollution" (Art. 24C).

The Nuremberg Code (1949) applies to all human experimentation, and therefore also to the deployment of 5G technology, which will use a new form of radiation at higher frequencies and which has not been tested for safety before being brought to market. "The informed consent of the person who is to take part in the experiment is absolutely necessary" (Article 1). Exposure to 5G radiation will be involuntary. "No medical experiment should be conducted where there is an a priori belief that it will lead to death or permanent disability" (Article 5). The results of more than 10,000 scientific studies and the voice of hundreds of international organizations representing hundreds of thousands of victims who have suffered permanent damage to their health and have been driven from their homes by wireless telecommunications facilities already in place meet this condition: there is "an a priori belief that it will lead to death or permanent disability."

Electromagnetic fields and the duty to inform the public.
At the World Telecommunication Standardization Assembly (2012) of the International Telecommunication Union (ITU), it was stated that: "the public should be informed about the potential effects of electromagnetic radiation (PEM)" and encouraged member states to "take appropriate steps to ensure compliance with relevant international recommendations for the protection of health from the harmful effects of PEM."

The Mid-term review of the European Environment and Health Action Plan 2004-2010 (2008): "The European Parliament... notes that the standards for public exposure to electromagnetic fields are outdated,... do not take into account developments in information and communication technologies, the recommendations of the European Environment Agency, or the stricter emission standards adopted, for example, in Belgium, Italy and Austria, and do not take into account the concerns of vulnerable groups such as pregnant women, newborns and children."

Resolution 1815 (European Council, 2011): "take all appropriate measures to reduce the public's exposure to electromagnetic fields, especially radio waves from cell phones, and in particular the exposure of children and young people."

Environment.
Declaration of the United Nations Conference on the Human Environment (1972): "Emissions of toxic substances...in quantities or concentrations exceeding the capacity of the environment to dispose of them must be stopped so as to avoid causing serious and irreversible damage to ecosystems" (Principle #6).

World Charter for Nature (1982): "Actions that may cause potentially irreversible damage to nature should be avoided... [In] situations where the potentially harmful effects are not fully known, these actions should be refrained from." (Article 11).

Rio Declaration on Environment and Development (1992): "States have ... the responsibility to ensure that their activities under their jurisdiction or control do not adversely affect the environment of other States or areas beyond the limits of national jurisdiction" (Principle 2).

UN World Summit on Sustainable Development (2002): "It is necessary...to develop as a matter of urgency more effective national and regional policies to respond to environmental threats to human health" (para. 54K).

African Convention on the Conservation of Fauna and Natural Resources (2017): "Parties shall take all appropriate measures to prevent, mitigate and remove as far as possible harmful effects caused to the environment, in particular by radioactive, toxic or other hazardous substances and wastes" (Article 13).

 

Health and Human Rights.
Universal Declaration of Human Rights: "Everyone has the right to life, liberty and
security of his person" (Article 3). The United Nations (UN) Global Strategy for Women's, Children's and Adolescents' Health (2016-2030) aims for "transformation," by creating enabling environments; "survival," by reducing maternal and infant mortality; and "full development," by ensuring health and decent conditions through environmental pollution.

The Outer Space Treaty (1967) requires that the use of outer space be done in such a way "as to avoid its pollution and adverse changes in the Earth's environment" (Article IX).

The United Nations Guidelines for The Long-Term Sustainability of Outer Space Activities (2018): "States and international intergovernmental organizations should address the risks posed to humans, private property, public health, and the environment by the activities of launching, operating in orbit, and bringing space objects back to Earth" (Guideline 2.2C).

Governments are playing with the future of humanity and life on Earth.
Albert Einstein famously said, "God does not play dice. "118 However, by deploying 5G technology on Earth and in space that will use millimeter waves never before used in directed-energy weapons for military operations and crowd control,119 the world's governments are recklessly playing with the future of life on Earth.

Refusing to acknowledge and implement relevant and current scientific knowledge is morally unacceptable. Existing research shows that 5G technology - and especially 5G in space - violates principles enshrined in a whole host of international agreements.

We call on the UN, the WHO, the EU, the Council of Europe and the governments of all countries,
(a) to take immediate action to stop the deployment of technology
5G on Earth and in space to protect humanity, especially children (including those
unborn), adolescents and pregnant women, and the environment;
(b) Act in accordance with the UN Convention on the Rights of the Child and European Council Resolution 1815 by informing citizens, including teachers and doctors, of the health risks (adults and children) of radio-wave radiation and why they should and how they can avoid wireless communications and base stations, especially in the vicinity of or on the roofs of nurseries, kindergartens, schools, hospitals, homes and workplaces;
(c) to favor and deploy wireline telecommunications over wireless telecommunications;
(d) to prohibit the wireless technology and telecommunications industries, through lobbying organizations, from influencing officials' decisions to increase the amount of RF radiation, including the deployment of 5G technology on Earth and in Earth orbit.
(e) to immediately appoint, without industry influence, international groups of independent, non-conflicted, 120 truly impartial scientists with specialization in electromagnetic fields and health, to establish new international safety standards for electromagnetic radiation that are not based solely on radiation power but also take into account cumulative exposure to that radiation and provide protection against all of its adverse effects on both health and the environment, and not just against
thermal impact and people only;

(f) to immediately appoint, without industry influence, international groups of scientists with well-established expertise in electromagnetic fields, health, biology and atmospheric physics to develop a comprehensive regulatory framework that ensures the safe use of space for mankind and the environment and takes into account radio-wave radiation, exhaust emissions and black soot and space junk and their effects on the ozone layer, global warming, the atmosphere and
preserving life on Earth. It is in the interest of all people, adults and children, and animals and plants, that not only terrestrial but also space technology develops in a sustainable manner.
